ATSTAR will help schools to move from the standard one-to-one, or "Expert Model," where a small core of professionals hold the majority of the knowledge and information, to a one-to-many model, or "Empowerment Model," where information resources are effectively shared with the appropriate people, at the appropriate times, and in accessible formats.

The historical application of the "Expert Model," has kept information out of the hands of people who are directly in contact with students on a daily basis, and has thus contributed to building obstacles rather than removing them. ATSTAR is committed to the "Empowerment Model," where parents, educational professionals, industry agents, and general community members can find timely and meaningful information in formats that are fully and readily accessible to them.
