Gayl Bowser is and independent consultant specializing in assistive technology and the education of children and youth with disabilities. Ms Bowser is the former Coordinator of the Oregon Technology Access Program (OTAP), a training and technical assistance program funded by the Oregon Department of Education. A special education teacher and school administrator by training, Ms. Bowser's work focuses on the integration of technology into the educational programs of students with disabilities. Ms. Bowser regularly provides support to school
districts wishing to develop effective, legal and high quality assistive technology service designs. Ms. Bowser provides
assistive technology consultation, training and technical assistance throughout the United States and internationally.
Gayl Bowser co-authored with Penny Reed five manuals regarding assistive technology for children with disabilities. They are:

In addition to offering direct consultation and publications, Ms. Bowser is the instructor for several college-level
Internet-based classes about assistive technology. Courses include Models of Assistive Technology Assessment, After the
Assessment: Strategies for AT Implementation, A School Administrator's Role in Assistive Technology Services, and
Assistive Technology Basics.
